China's Central Military Commission Vice Chair Zhang Shengmin met Russian Defence Minister Andrei Belousov in Beijing and called for stronger strategic communication and mutual trust. The meeting underscored the security dimension of a relationship that has expanded across political, economic and military affairs.
According to China's Defence Ministry, Zhang said bilateral ties had entered a stage of faster development and greater achievement. He argued that cooperation between Beijing and Moscow contributes to global strategic stability and governance, language that presents the partnership as an alternative source of international order.
Zhang said China was ready to identify new areas of cooperation and jointly protect the sovereignty, security and development interests of both countries. Neither government announced a treaty, weapons transaction or new exercise, so the significance lies in the political signal and the level of the participants rather than a disclosed operational agreement.
The encounter was Zhang's first publicly reported meeting with a foreign minister since his promotion to the Communist Party Politburo the previous week. His elevated role gives the exchange additional weight as Beijing rebuilds the senior leadership of the People's Liberation Army after extensive disciplinary removals.
Zhang and President Xi Jinping are now the only active members of the Central Military Commission among the seven officials appointed in the 2022 reshuffle. Five were purged during the anti-corruption campaign, creating unusual concentration at the top and raising the importance of every public engagement involving the remaining command.
The relationship with Russia offers continuity during that internal transition. Regular contact can preserve strategic coordination, military diplomacy and mutual political support even while China reorganises senior posts. Zhang had already met the defence ministers of Vietnam and Indonesia at a Beijing forum in September.
The meeting should not be read as proof of a new alliance commitment, but it shows that military ties remain protected from China's domestic upheaval. Future exercises, technology cooperation and command-level exchanges will reveal whether the declared search for new highlights produces capabilities or remains largely diplomatic signalling.
