The United States deported 101 people to Haiti on September 3, continuing a sharp increase in removals to a country overwhelmed by gang violence. The flight left Louisiana and landed in the northern city of Cap-Haïtien, away from the most dangerous areas of the capital.
It was the third consecutive Thursday on which a deportation flight arrived, marking a change from the previous pattern of roughly monthly transfers. More than 200 people had already been returned on two flights in late August, making the new weekly rhythm visible within a short period.
Among the passengers was Renan Hédouville, a former head of Haiti's Office of Citizen Protection who has faced corruption accusations. His presence gave the flight an unusually prominent passenger, but most of those arriving entered a reintegration system operating amid severe insecurity and limited public services.
Rights advocates criticized the removals, particularly cases involving Haitians who held Temporary Protected Status and had been living and working legally in the United States. They argued that returning people during the present security emergency exposes them to conditions they cannot safely navigate.
Flights use Cap-Haïtien because Port-au-Prince's international airport remains too dangerous for the operation. Armed groups control an estimated 70% of the capital and have expanded into central regions, restricting movement and weakening the state's ability to receive and support deportees.
Nearly 1.5 million Haitians have been displaced by the violence, while United Nations figures counted more than 3,050 people killed between January and June. Those numbers frame the deportations not simply as immigration enforcement, but as returns into one of the hemisphere's most acute displacement crises.
Since December 2025, the flights have generally originated from an immigration enforcement hub in Alexandria, Louisiana, stopped in Miami and continued to Cap-Haïtien. The growing frequency places US removal policy and Haiti's capacity to absorb returnees on a direct collision course.
